Dilapidated septic tanks, direct discharges into rivers, and ignored health risks: in Martinique, most households manage their wastewater independently. Conditions often fall far short of standards. Institutions and local governments are attempting to address this colossal challenge with the help of a support program.<\/strong><\/p>\n

On-Site Wastewater Treatment: A Little-Known and Concerning Reality<\/h2>\n

Nearly six out of ten households in Martinique are not connected to the public utility grid. This represents 58 % of all households. This figure does not include those that should be connected but continue to use an individual system.<\/p>\n

By comparison, Martinique has a much higher rate than metropolitan France. Only 21 % of the population is affected nationwide.<\/p>\n

Behind this figure lies an even more alarming reality. More than 90 % of the region\u2019s 80,000 on-site wastewater treatment systems are noncompliant. In the area managed by the CAESM (Espace Sud), the situation is even bleaker: approximately 99 % of systems are noncompliant.<\/p>\n

Facilities Stuck in the Past<\/h2>\n

The Septic Tank: Insufficient Pretreatment<\/h3>\n

Inspections conducted by the Public Services for On-Site Wastewater Treatment (SPANC) reveal a major shortcoming. The development of these systems appears to have come to a halt before 1982. That was the year the decree made septic tanks mandatory.<\/p>\n

On the ground, the situation is disheartening. The most common systems consist of a simple compartmentalized septic tank. There is no treatment or aeration. Domestic wastewater is discharged directly into the natural environment.<\/p>\n

A technical point that many people are unaware of: a septic tank is not a complete treatment system. It is only a pretreatment system. It must be combined with a supplementary treatment system to form a complete wastewater treatment system.<\/p>\n

However, in the highlands and rural areas, few facilities meet this requirement.<\/p>\n

Direct impacts on rivers and the ocean<\/h3>\n

The discharged wastewater undergoes only minimal treatment. It negatively impacts the quality of river and ocean water. Aquatic life suffers directly as a result.<\/p>\n

This finding is documented in the Water Development and Management Master Plan (SDAGE). The 2016\u20132021 SDAGE attributes two-thirds of nutrient emissions to this source. This is one of the main causes of the deterioration of aquatic environments. These emissions originate from on-site wastewater treatment systems.<\/p>\n

Corals, seagrass beds, fish, and crustaceans bear the brunt of it.<\/p>\n

However, obsolete systems also pose a risk to human health. The environmental impact is significant. It is regrettable that sanitation has fallen off the radar for some households. Due to a lack of understanding of the issue, many do not realize the disastrous impact that non-compliance causes.<\/p>\n

The DFAP: A Financial Safety Net for Individuals<\/h2>\n

Up to 95 % of the work covered<\/h3>\n

Faced with the financial burden of bringing their systems up to code, most homeowners cannot afford the necessary expenses. The cost of repairing a faulty system averages 12,000 euros.<\/p>\n

The Sanitation Financing Program for Individuals (DFAP) is specifically designed to address this obstacle. The grant, capped at 9,500 euros, covers up to 95 % of the cost of renovation work.<\/p>\n

In addition, the DFAP is a multi-partner program. It assists homeowners with renovations or connecting to the utility grid. It complements other existing assistance programs.<\/p>\n

Several entities cover a portion of the expenses. These include the Martinique Water Authority (ODE), the public intermunicipal cooperation agencies (CAP Nord Martinique, CACEM, and Espace Sud), the Territorial Collectivity of Martinique (CTM), and CAF Martinique.<\/p>\n

Priority areas identified; a request must be submitted before work begins<\/h3>\n

DFAP grants are intended for individual homeowners. Your treatment systems must be more than 10 years old. They must also be located in a priority area.<\/p>\n

What is a priority area? It is an area identified as having a significant impact on the degradation of water quality and aquatic life. This includes fish, crustaceans, corals, and seagrass beds.<\/p>\n

Please note: The application must be submitted to SPANC before any work begins. This is a mandatory step.<\/p>\n

SPANCs: Comprehensive Coverage but Strict Deadlines<\/h2>\n

Good news: All 34 municipalities in Martinique are served by a public on-site wastewater treatment service. Each area has its own designated SPANC representative.<\/p>\n

For the municipalities in the central region (Fort-de-France, Schoelcher, Le Lamentin, and Saint-Joseph), CACEM, through ODYSSI, provides this service.<\/p>\n

In the event of an unfavorable diagnosis, the law mandates a four-year deadline. Property owners must carry out the required repairs. This applies when the noncompliance poses a health hazard or a proven environmental risk.<\/p>\n
