Petit Manoir: Solar Energy, Biodiversity, and Flooding at the Center of the Debate

A public hearing will be held from September 8 through October 8, 2026 regarding the proposed ground-mounted solar power plant at Le Petit Manoir in Le Lamentin. Residents will be able to review the project files and submit their comments before any decision is made on the building permit application.

Driven by the SAS Antilles-Guyana Solar Power Plant Developed by EDF Renouvelables, the project calls for the installation of 8,280 photovoltaic panels on a fenced-in lot measuring approximately 3.95 hectares.

Its annual production is estimated at 8,272 MWh, which is equivalent to the electricity consumption of nearly 2,188 residents, depending on the carrier.

However, the stated capacity varies depending on the document. The public notice states 5.21 MWp, while some environmental studies indicate 5.91 MWp. The power plant would be operated for 20 years, with the option to renew.

The report also highlights several environmental issues. The site is located near the Lézarde River and the Mamain Canal, in an area prone to flooding. To account for flood levels, the panels would be raised to 3.75 meters. Some organizations could thus reach approximately 5.20 meters in height.

The development would also result in the deforestation or clearing of approximately 3.8 hectares. It could affect 0.378 hectares of wetland. Ecological surveys have also identified seven species of bats, two of which are considered near threatened in Martinique.

The Regional Environmental Authority requested further details regarding the choice of site, the consideration of flood risk, and the measures planned to limit the impact on biodiversity.

In response, EDF Renouvelables states, among other things, that it has studied 194 degraded sites within the CACEM territory, without finding an alternative that meets all the technical, land-use, and environmental requirements.

The public will be able to review these various documents and submit comments throughout the duration of the investigation. The case file and the register will be available, in particular, at the Lamentin City Hall, where the consultation took place.

The investigating commissioner, Guy Lafontaine, will hold office hours there:

  • Tuesday, September 8, from 8:00 a.m. to 12:00 p.m.; ;
  • Tuesday, September 15, from 8:00 a.m. to 12:00 p.m.; ;
  • Tuesday, September 22, from 8 a.m. to 12 p.m.; ;
  • Tuesday, September 29, from 8:00 a.m. to 12:00 p.m.; ;
  • Thursday, October 8, from 8 a.m. to 12 p.m.

Comments may be recorded in the public comment register or submitted electronically in accordance with the procedures specified in the official notice published by DEAL Martinique. They must be received before the close of the public comment period on October 8, 2026.

This investigation does not constitute approval of the project. Upon its completion, the investigating commissioner will submit a report and reasoned conclusions, which will help inform the administrative decision regarding the building permit application.
